Amazing no rule like this has never been needed in all of NCAA football. And you can watch a college game and count on ONE HAND the amount of big penalties in a game, for the most part. But in the NFL, seemingly every 3rd or 4th play is some kind of bogus penalty. Anything to slow the game down and create more commercial timeouts. Even in the NFL's flagship game - the Superbowl - we start out with a big 49er pass play negated due to some stupid "illegal procedure" play which probably wouldn't have been called 99 other times out of 100.

But we need more interpretation rules. Ridiculous.
